Provide context for your case study by introducing the organization you have chosen to study. I have chosen the City of Simi Valley using the Adopted Budget. Introduce us to the City of Simi Valley. You will find information for this introduction in the Budget Message and/or Transmittal Letter. You will find this information on pages 6 through 14. I’ve downloaded and attached the City of Simi Valley Adopted Budget book.
Provide further context by introducing the Department you have chosen to study. I chose the Dispatch Division of the City of Simi Valley Police Department. First introduce the Police Department before you begin your analysis of the Dispatch Division. What is the total budget of the Police Department? How many divisions does the Police Department have and what are they? Are there any budget issues for the Police Department? You’ll find this information on pages 176 and 177
Provide a general description of your public sector budget. Describe the format utilized and the primary focus or purpose of the document.
Now you are ready to begin the analysis of the program area of your budget. For instance the Dispatch Division of the Police Department for the City of Simi Valley:
1) Describe the major appropriations and explain the changes from the previous fiscal year (i.e. What is the organization doing that is new or different? What services is the organization no longer providing?).
2) Describe major revenue sources, and explain the changes from the previous fiscal year (i.e. general revenue, fees for services, etc.). Are there intergovernmental concerns related to revenue? Economy related concerns? This information can be found on pages 180, 181, and 200.
