You are the emergency manager in your community. The City Manager has asked for your assistance in
creating his strategic plan for infrastructure protection.
Using the CARVER tool in the MUSE link, you will create an analysis of your chosen community’s critical
infrastructure to present to your City Manager. (Mass Transportation)

Review the CARVER Criteria and Scale Tables
Select a value from each of the criterion areas that depicts the level of vulnerability to your infrastructure
Prepare a CARVER Analysis (see the example in the MUSE link)
Write an executive summary to deliver this information to your City Manager with recommendations on the
level of risk and mitigation needed.
