course description (taken from the syllabus of this course I’ve already sent you before): This course focuses on the myriad of activities that define the first phase of emergency and disaster management, namely planning and preparedness. Highlights of the curricula include the hazard vulnerability analysis, development of an emergency operations plan and understanding the importance of mitigation strategies to reduce risk to a community, agency or hospital.

– The assignment of this week is as follows:
1. One of the most important decisions an emergency manager will ever face regardless of the disaster incident type is whether to evacuate or shelter in place. Locate one natural and one terrorism-related or man-made disaster by searching the internet. Defend the decision to evacuate or shelter in place and then discuss why the prevailing science of this disaster type says that the decision to evacuate or shelter in place is a good one. You can not choose the same disasters as any of your classmates.

2. Discuss the risks and benefits as well as the similarities and differences of notice vs no notice mass evacuations. A notice incident or event is one (such as an approaching hurricane) that citizens can be informed of with enough time to develop a personal plan. A no notice incident is a sudden onset disaster such as terrorism or a tornado. Think about mass evacuations preceding a hurricane. Could such an evacuation process actually result in deaths? What are the implications of mass evacuation, contraflow traffic patterns, limited housing, etc.?
