From O’Connor and Netting (2010) select a non rational policy analysis framework from chapter 5 and see applications of this framework in chapter 6. Apply the framework to the policy giving all children a healthy start in life.
You will see that by analysing the policy from different perspectives the definition of and solutions to the problem can be viewed in a number of ways. This is particularly problematic to those attempting to implement the policy.

Write a short piece on how the same policy can be viewed differently depending upon your approach. How does this impact on public health practitioners?
