Standardized Training
Start with the issue:
There is no Standardized Training and Overview of Private Security Guards in the United States.
Concern for armed guards, rather than in general. Either way:
1)Indicate what the problems are and how they impact on society
2)What are possible solutions –their pros and cons (e.g., need min. standard of background check, psy eval, training, hiring practices, laws/legal procedures to protect public)
3)Use examples of cases, but do it in general rather than focusing on these cases.
4) What Policy should be standardized across states?
