A change to a national standard by which to judge law enforcement’s use of force

The Police Executive Research Forum and other groups have recommended a change to a national standard by which to judge law enforcement’s use of force. How do these recommendations relate to or conflict with the current standard of objective reasonableness as established in Graham v. Connor?
