  When we have a strong economy, Americans seem to feel generous to those less fortunate. However, Americans seem to be push for more welfare reform measures when the general economy is unstable. Did the privatization of social welfare under the Reagan and Bush administration signify a step backward or a step forward in public and social responsibility for the welfare of the poor in this country?
