If the money were in Mexican holdings, would Mexico not have some leverage against the United States? Gutiérrez writes that the Mexican government banned the importation of braceros to Texas in response to the failure of Texas to protect Mexican civil rights (140). But Gutierrez also writes that 57% of the braceros worked on large-scale corporate farms in California (134). One would think that California would receive more backlash than Texas since there were a majority of braceros there.
