Order Description " The EU legislative process is characterized by a trade-off between efficiency and( national ) democratic accountability, since the EU's interest in achieving its objectives will take priority over the view of the democratically elected government of one or more Member State". Discuss with reference in particular to the need for the EU to be an efficient and effective actor resulting in the ever increasing use of qualified majority voting in the Council and a consequent loss of (national) democratic accountabilty. What arrangements do the EU Treaties envisage to offset this loss and strengthen democratic accountability at EU level?
