Evaluating a bid

    A contact won a state bid to build a new school in your county. The second lowest bidder filed a complaint claiming the bid was a "low ball" price. You have been asked to evaluate the bid and determine if the price is reasonable. What information do you need? What questions would you ask the contact who submitted the lowest bid?
