    The three layers of homeland defense involve preventing, deterring, and responding to threats from outside and inside the United States.

The first layer is prevention which includes Homeland Security activities that are designed to stop a potential attack before it occurs. These activities include screening travelers entering the U.S., monitoring suspicious financial activity, working with foreign governments to strengthen their ability to detect and prevent terrorism, and conducting intelligence operations both domestically and overseas. The Department of Homeland Security (DHS) works closely with other agencies such as the FBI, CIA, Department of Defense (DoD), State Department, local law enforcement organizations and international partners to analyze threats and share information in order to prevent terrorist attacks or other dangers before they occur. The second layer involves deterrence which focuses on convincing would-be attackers that they cannot succeed if they attempt an attack on U.S soil due to our superior capabilities for detection and response. Measures taken include increasing security at all levels of government across all points of entry into the country; boosting border patrol along land borders; installing more advanced surveillance systems; enhancing aviation security measures; deploying additional Coast Guard vessels conducive for maritime surveillance; providing specialized training for personnel assigned at ports of entry; increasing public awareness campaigns about terrorist threats facing citizens likely targets within the US ; implementing enhanced cyber security systems for government networks; identifying known terror cells operating within US borders ; creating strong relationships with international partners sharing same goals in combating terrorism together . Each preventive measure taken serves as deterrents against malicious actors who may be considering attacking the country or its people by any means necessary but instead opt not choosing this route out of fear knowing there will be harsh repercussions if discovered by authorities . Finally ,the third layer involves responding which consists of strategies used during a successful attack or attempted attack when prevention fails , Deterrence measures fail or intelligence gathering leads no where else leaving behind only one option which is immediate military intervention through Special Forces teams upon orders from President himself.. The federal government has multiple departments involved in responding swiftly including DHS ,DoD ,FBI Joint Terrorism Task Force(JTTF) & National Counterterrorism Center (NCTC).
