The goal of the paper is to briefly summarize the issues and events, evaluate the arguments for and against a finding that there is an ongoing violation of international human rights law, and advocate for a particular U.S. response. The paper should include a brief description of the historical and political context of the events in question, situate those events in relation to a set of U.S. cultural constructs (beliefs, values, theories, policies and practices), and recommend a course of action. You may choose to construct your argument from a particular institutional perspective (e.g., diplomatic, military, think tank, NGO). The paper should be from 3-7 pages and be written in academic style.
