Incident command

Incident command is a management structure based on clear lines of authority and a distinct division of labor. Using this weeks discussion subject (mid-sized community facing a sever winter storm), write a short paper (3-4 pages) and explain how the ICS structure accommodates the needs of all of the participant agencies and how it increases (or decreases) the community's capacity to plan for, respond to and recover from a severe winter weather event. Who is “in charge” of the entire incident? How are each of these representative agencies' “needs” satisfied? How does the Emergency Operations Center work with the field response units, additional services and the public at large?
