Mature minors in relatively minor medical procedures

Should mature minors have the sole right to refuse relatively minor medical procedures, such as life-saving blood transfusions, based on sincerely held religious beliefs, or should the parents, medical team, and state, or some combination thereof, have veto power in this decision?
