Many offenders are unable to pay court-ordered restitution, due to economic limitations. However, victim compensation programs only apply to victims of violent crimes. If an offender convicted of a property offense cannot pay court-ordered restitution (as opposed to will not pay), should the criminal justice system have any responsibility towards the victim? Why or why not?
