Police dealing with people of special needs

In the Law Enforcement environment, police deal with special groups and people with special needs. Some of these are controlled encounters, for example, community, and political meetings. What can the police do in situations that spontaneously occur in the course of their work in order to prepare and communicate better with people of special groups or people with special needs?
