people. The needs assessment process is what we use in the public sector to bridge or fill that gap.
For this discussion, you will describe a public needs assessment that you have worked on as part of your job or in your daily life, or one you are aware of in your
community.
In your post, define and describe the following:
Historical trends that structure public needs assessment planning and planned change.
The need or gap in services, programs, or projects, and when it occurred.
The people who were involved in trying to develop a comprehensive action learning solution.
The scope and success of the action learning solution.

of community needs assessment projects’ framework for process effectiveness and stakeholder representation.
Analyze the situational analysis framework of the needs and methodology used in measuring the problem concepts. Operationally, define the problem concepts as to which
levels of measurement of the needs can be identified. How indicators of readiness are assessed? How the community and subgroups within it brought up to a state of

would you like to know but cannot figure out how to ask? This will build toward your final assignment. List some action learning and assessment planning questions, and
define what you would like to know but do not know how to ask.

You have viewed the two presentations on Riverbend City’s NAC members analyzing some of the data for use in the needs prioritization and project interview process.
Thus, you now know a lot more about Riverbend City’s public needs assessment project. This is an opportunity to analyze what you understand so far about its SAF.
You will then determine the next steps for the project. Some of the members have very different perspectives on what the SAF data means and some are supportive of
certain needs-based issues. Everyone has their own perspective, areas of expertise, and interests. Reliability and validity of the SAF data also play a role in the
outcome.
As a consultant hired to facilitate this SAF of Riverbend City’s case study exploration, include the following in your analysis:
Select members of the NAC and develop the strategy they should use to make sure the SAF data they are supporting is as accurate and useful as possible.
Are the right people represented on the NAC? Consider who else might be added?
What kinds of data gathering and modeling have been performed already? Provide examples of what makes their data effective and informative for the needs prioritization
process.
Write a script defending and explaining the data use to other NAC members. Remember to use the voices of other committee members to ask your selected member questions
to carry the discussion along.
Discuss the next steps in the data gathering process.
You will want to consider focus groups and interviewing techniques, participants, possible access barriers to people or information, and any other aspects that you
think might trip up the project. Remember, you are the consultant hired to facilitate this, so be creative.
Response Guidelines
Assess the logic and rationale represented in the scripts of at least one peer, comparing the ideas and solutions to your own. What did he or she present that allows
the project to take a new and better direction? How has this changed your own thinking? What other arguments could be made for the data used? What other pitfalls do
you see in the use of data? Be supportive and constructive in your feedback.
