Private Sector

It is already fairly well settled that private utility companies rely on private security and police forces to protect the infrastructure. Energy and water plants from nuclear to coal, from treatment to sewage facilities rarely use government policing resources to assure the integrity of these facilities. What us your most compelling explanation for this transference of authority? What are the vested interests for both the government and the private sector with this?
