You are the District Commander of Southeastern District which includes the Fells Point neighborhood comprised of residences and business in the area surrounding South Broadway and the waterfront.

Your community relations sergeant, who attends many community meetings on your behalf, reports that residents repeatedly complain of loud intoxicated individuals and disorderly groups of young adults, between the hours of 9:00 p.m. and 3:00 a.m.. The problem is especially acute (serious) between 2:00 a.m. and 3:00 a.m..

You personally receive these type of complaints from community and business leaders have contacted you by telephone and e-mail. Also, you have personally observed such behaviors while driving through your District.

Review of offense reports and COMPSAT data indicates that your District has been receiving large numbers of disorderly persons and prostitution calls in the Fells Point area. Many of these calls occur during the late evening and early morning hours, particularly on Thursday, Friday and Saturday evening.

In addition, your analysis of departmental crime data indicates an increase in armed robberies and thefts, centered around South Broadway, generally during the later part of the 4pm x12am shift, and early part of the 12am x 8am shift.

Finally, traffic data reveal large numbers of alcohol related crashes eastbound and westbound on Fleet Street, Eastern Avenue, Fayette Street and Route 40 between the hours of 1:00 a.m. and 3:00 a.m.
