I. What market failure is the state correcting by requiring the licensing health care providers? Could this be done by the private sector, if so why? Is it done in the private sector today? Compare the advantages of a public regulation system and compare to the advantages of a private regulation system. (3 pages) II. Currently, the State only provides a license permitting medical practice or rejects a license barring practice. Should the state do more, such as ranking physician quality? Should the state do less by not requiring a license to practice medicine? (3 pages)
