Public Administration   Paper details: In the seminar paper you shall describe and compare how the organization and performance of the PA (Public Administration) in Sweden and one more country fulfill the values of good governance discussed during the course ( rule of law, meritocracy, effectiveness/efficiency, accountability, representativity), and discuss the possible consequences for the legitimacy of the state in those countries. What are the main similarities and differences in the organization and performance of the PA in the two chosen countries in relation to good governance values, and what implications do these results have for the trust in institutions in the two countries? You can choose to investigate this issue broadly or focus on a certain policy sector within the countries (e.g. health care, education, police, infrastructure, immigration). It should be well written, with paragraphs organized into a clear structure (including an introduction, statement of aim and conclusion). Spell and grammar check is mandatory. Other than that the paper could be structured by your own choice, but it should contain: • A theory section where the values of good governance are presented and well defined in relation to the organization of public administration, based in the course literature. • A description and analysis of the organization and performance of public administration in the chosen countries in relation to the values of good governance • A comparison of the similarities and differences of organization of public administration in the two countries in relation to the values of good governance followed by a discussion about the implications of these results for the legitimacy of the state in the two countries. For the theoretical part it is enough to use the course literature, while you will need to complement the course literature with other texts in order to describe the PA in the two countries.
