Relationship between hate crime and terrorism

  Why was hate crime optimum in 1969? Where did the dates 1969 and 1898 come from and what significance do they bare? Hate crime was defined in biriths legislation in 2007 So relaible data does not go back to 1898 so I do not know why these dates were used or where they came from What about more recent dates Why have they not been analysed eg from 1999 to 2017 There is no explanation for why the we are testing for a correlation between 1898 and 2000
