Point out when it changed from Sec. 1208 to 1033. Discuss Pres. Obama's executive order 13688 regarding this. Why he implemented it and what the result was. Then discuss Pres. Trump's executive order he put out on Aug 28, 2017 regarding the topic and his reason for doing so. This paper should point out why certain groups like civil rights groups and minorities would not support Trumps executive order and why law enforcement and other groups would support it.
