The Governor of TX is a strange position

  The Governor of TX is a strange position. He is ultimately in charge of the state on a day to day basis and we give him tremendous powers to do so. However, we have eliminated any way for him to keep a secret from the people of TX. Meanwhile, the President of the United States can keep many secrets from the people of the United States. Do you think the Governor SHOULD be able to keep a secret from the people of Texas?
