The public sphere is a normative theory, why is normativity useful?

The essay should reference Habermas's theory of the public sphere as will as the critics by post- structuralists and many others of the Habermasian public sphere conception. Yet, the essay should state my opinion (that the public sphere's normativity is useful) and support that argument.
