The final paper should have three sections. The first section is the first writing assignment that identified your policy and gave a history. The second section is the second writing assignment discussing the how your policy is implemented. The third section is your analysis of the effectiveness of the intergovernmental relationship found in your policy and any suggestions of how it might be approved. You could look at such things as the financial costs of the program, the number of persons served, a comparison of the program in different states, etc. Just use some type of metric to base your analysis. The third section should be a minimum of two pages in length. You can edit your first two sections if it will make your paper
flow better.
Please explain the implementation better. My grade on part 2 paper was a low B. I need more information
about the implementation.
