Without a definable thing to evaluate then each stage of this capstone will be increasingly harder for you. This is what happened in you previous MS 2 review, the project was not focused in MS1 so it was hard to reign in when it got to MS 2. Pick something, be clear as to what it is, what the components are and what you will be measuring. If you are going to look at communication then start with messaging, delivery, and feedback (something along those lines, this would be part of your literature review). If you are going to look at transformational leadership then Bass suggests there are four components; intellectual stimulation, individualized consideration, inspirational motivation, and idealized influence. This actually seems like a great underpinning for the study. You would measure the current practices against these four components. Survey questions could be based on the components and your findings would be clear.
