Transgenders in the military

Imagine that you are in an advisory position to the U.S. government, responding to a request for background information on a policy or issue. Write a 5 page policy background report on the issue or policy of your choice. What is the problem being addressed, and how did that issue become part of the government agenda? That is, who brought it to the government’s attention, and why? Who within government is most prominently involved? Who stands to win, and who stands to lose? In your paper, draw on some of the concepts and models discussed in the first four chapters of the book regarding the structure and environment of U.S. policy making, focusing on the agenda-setting and policy-formulation stages of the policy cycle.
