2. I also think it’s a good idea to gather as much input as possible. There is one figure that showed the time it took to implement rules in some agencies. I was shocked to see there was a category for rules that were finalized 60-120 months after the close of the public comment period. At what point does inclusion lead to paralysis? Or is delayed implementation a sign of incompetence sometimes?
