Authorities suggest that utility failure is likely and evacuation of some homes may be needed. The area is likely to be impacted for 3-5 days after the rain stops. Address this contingency from the Liberty County EOC perspective. Take into consideration appropriate core capabilities and emergency support functions. Assume that travel will be very difficult, making it almost impossible to obtain outside resources. Begin with a seminar among key municipal, healthcareand public health officials. Alternatively, your seminar could segue into your TTX by assembling an EOC in anticipation of the storm’s arrival. Build up to a tabletop exercise. You should include all agencies that may need to play a role.

Travel in and around the city will be gridlocked. Address issues from the perspective of municipal emergency management. Take into consideration appropriate core capabilities and emergency support functions.
