development from inception to implementation, and draw a conclusion regarding the policy. Address the
following:
- How did the policy become part of the public agenda?
- Who supported the policy? Who opposed it? Who’s affected by it?
- What model was used in formulating the policy objectives and outcomes?
- When did the issue officially become policy?
- What is the current status of the policy? Is it working/not working?
- What conclusions can be drawn regarding the policy?
