Fundamentals of Policing

 

In the words of Brown, “discretion is an inescapable element of police work.” He wrote an entire book on how discretion is weaved into almost every aspect of a patrol officer’s job and describes officers as street level bureaucrats with tremendous policy-making powers. What does he mean and where do officers get this policy-making power?
