Theories of Public Administration

 

 

Each student will write a final paper (7-10 pages excluding cover and references) based on the Denhardt and Denhardt textbook, The New Public Service,
Serving, Not Steering. By the end of this course, we will have spent a semester analyzing the strengths and weaknesses of many different theories of Public
Administration.
The Denhardt book offers yet another theory, based on the work that came before as well as the authors’ own extensive experience and insights. Your paper
will compare the theory of New Public Service with that of Old Public Administration and New Public Management and any others we have covered in the
course that you find applicable.
There is no right answer. The Denhardts have not found the “one right way” just because they have tried to address the many weaknesses of prior theories.
Nor is the book a flawed model we have assigned you to tear apart. It is a thoughtful, well-reasoned theory, that you will analyze in depth.
The assignment is meant to showcase your abilities to present a thorough analysis of a contemporary theory of Public Administration based on a semester
of learning and critiquing earlier perspectives.
While this is not an original research paper (you will have plenty of those while you are in the program), treat it as if it is. Follow APA guidelines throughout.
(See link below.) Provide citations for every quote, even though they are coming from texts that were assigned for the class. Make use of the Primer and
Classics books (even readings in Classics that were not assigned) if they are appropriate for your analysis.
