Identify and discuss the specific “outside groups” in California’s history beginning with the Gold Rush of 1849 to present. Explain the various ways these groups were marginalized, disenfranchised, and endured discrimination. Discuss actions by both the state and local governments, legal decisions, propositions or other attempts by the government or its citizens that created and/or perpetuated, the problem(s) that these groups faced.
