An entirely new program

                Imagine for a moment that you want to develop an entirely new program, but the need for that program has not yet been established in the literature. In your practice, you believe there is significant need for this new program, but you do not have empirical evidence to back up your beliefs. How would you establish need for a new program under these circumstances? Why would it be important to do so? How would this needs assessment differ from the simple questioning of experts you just completed for this week's assignment?
