You have been appointed by The Department of Basic Education as a consultant to assist them in designing an M&E framework for their Funza Lushaka Bursary Programme (FLBP). Read the evaluation report and also other annexures of the evaluation so that you get an understanding of the programme. After this, produce a monitoring and evaluation framework following instructions below;
The Tasks
Task 1: Programme Description
Provide between half to one page summary of the main goal of the Funza Lushaka Bursary Programme and any relevant information you deem important for me to know. [5 marks]
Task 2: M&E Framework
Develop an M&E framework for your client. The framework must contain the following:
An introduction (framing the purpose and use of the framework) [5 marks]
The programme’s theory (chose an appropriate model/framework to present this information) [5 marks]
The monitoring plan (with aligned evaluation questions) [5marks]
The evaluation plan (with aligned evaluation questions) [5 marks]
Information on data collection, management and analysis [5 marks]
How the framework will be implemented and how the results will be reported, to whom, when, in what format, etc. [5 marks]
