Explain strategies involved in emergency planning. How do the four phases of the Comprehensive Emergency Plan (CEP) or (CEM) offer a systematic approach for planning purposes? And how are these separate actions related to an emergency plan? Consider Chapter 4 and 5 in the AC 150/5200-31C, Airport Emergency Plan. How do the various groups and organizations work together? Please refer to them by name and function.
