A senior policymaker employed to the Department of Health & Human Services (HHS) informs his superior that he intends to seek employment in the private sector. His superior asked him to stay with the Dept. until Congress passes a replacement for the embattled Affordable Care Act since this is the senior policymaker’s area of expertise. The policymaker agrees to stay but continues to pursue his job search. While still employed to the Department, he decides to attend an official HHS training forum out of town. There were several such training programs located throughout the country; he chose to attend the training forum from a location where he also intends to meet with a prospective private sector employer for an informal interview.
