Indigenous Self Government

Does self-government improve the condition of all Aboriginal peoples? Looking at either the Inuit, Metis or urban-based peoples (or any combination of the three), consider how the self-government model promises or challenges these groups in delivering self-government to their constituents and improving their socio-economic position.
