Policy process

Answer the following question:

1. If the policy process is depicted as a system of inputs and outputs, where and how is a citizen’s voice heard to influence the policy process to be more representative of public interests? How does the policy process reflect and/or accommodate the views of the minority?
2. A study from the Urban Institute identifies that incarceration of youth, ages 16 to 24, casts $20,000 per year for each person in jail but jails are at 120 percent of capacity. How would you evaluate whether a policy of youth incarceration should continue? How would you assess other policy options for addressing youth who have engaged in criminal behavior?
