Overview: The World Health Assembly is meeting in emergency session at the request of Director General Tedros Adhanom Ghegreysus. DG Tedros has asked the WHA to propose elements for a future World Health Assembly (WHA) resolution to identify new mechanisms for “ensuring effective, equitable and sustainable funding for Global Health related to core WHO programs.” In this 70-minute WHA session, you are to negotiate a series of principles and proposals (but not all the specific language) for a subsequent “wise persons” group to fill out as a future resolution for the WHA in May.
Your role play the WHO Health Emergencies Programme Executive Director
You emphasize the need to fund fully the requirements of an effective WHE Program. Reinforce calls for such funding and mechanisms to make it reliable, including access to greater support from assessed contributions.
1. prepare two lists: points raised on principles and points for program proposals.
2. In your opening statement, express thanks for support up to now, including topping up voluntary contributions during the COVID crisis, but insist on more reliable funding.
3. Express appreciation for the CFE and CERF funding streams, but, again, stress that the WHE cannot function well based on voluntary and unpredictable funding.
4. Press for a budget that would permit a larger standing staff and any forms of in-kind support for WHE.
