Answer the following questions: 1. Has it been anyone's experience that civil servants often try to propose solutions in the most expedient fashion, or is it more likely to run into a civil servant who is very afraid to take it upon themselves do something that might not be approved? 2. I also think it's a good idea to gather as much input as possible. There is one figure that showed the time it took to implement rules in some agencies. I was shocked to see there was a category for rules that were finalized 60-120 months after the close of the public comment period. At what point does inclusion lead to paralysis? Or is delayed implementation a sign of incompetence sometimes?
