There is no national comprehensive plan or strategy to deal with Covid-19.If policy responsibilities for dealing with Covid-19 are state responsibilities this means

that states are playing the central role in the system of federalism. Should this be the way it is?What responsibilities or obligations would Texas have to other

states in terms of IGR?
