Many people believe our welfare system is taken advantage of by free riders and have proposed that in order for a person to be eligible for benefits they must do something in return, such as have a negative drug test or participate in community service. If certain people were excluded from receiving benefits from the welfare system would the government spend less money from cutting back on this public good or would excluding groups of people cost the government more money in other areas such as police protection, homeless shelters or organizing community service programs? Explain your answer and what the different effects may be if certain groups were not eligible to receive assistance.
