The best documented research, nationally and internationally, on the relationship of disasters to crime vulnerability comes from those studies documenting that women and girls are victims of violent crimes, including rape and other sexual assaults, during all phases of wide-spectrum of disasters, which are accompanied by cultural dislocation and anomie. Most of the research reports that women are the most vulnerable to sexual assaults in shelters and in other places of haven, when they are evacuated or other wise relocated as in the case of women placed in refugee camps.

Question: With the number of women and children who are displaced during a disaster, how can personnel setting up these shelters assure the women and children are kept safe?
