Disaster forces and the effects of disasters often spill over or straddle borders, and disasters may easily overwhelm individual states, so they are sometimes difficult for many nation-states to address independently. Rising transnationalism and increased interdependency between developed and developing nations has given new urgency to matters of disaster management.
