“The protection of life at sea should not be the responsibility of private actors, the obligations to protect life should fall solely at the feet of States. Extending criminal liability to those on commercial vessels who do not stop and rescue those stranded at sea goes too far and should not override the commercial intentions of vessels.”
Critically discuss the legal requirements on ships captains to protect life at sea in light of the above statement.
