Opioid Prevention and Evaluation

1. In the section under the heading, Statutory Proposals, the authors of this article describe several recent legislative acts that South Carolina has passed to address their opioid crisis. These laws are listed in Table 2 on “p. 223” (page 3 of the 8-page article). Please pick ONE of these laws that seems interesting to you and describe it in at least two to three sentences. Please include why you selected this law; it might be because you strongly agree with it or it might be because you disagree with it.

2. The authors go on to explain how they compared the ideas being implemented by South Carolina to fight opioid abuse with other states of the union. What was the state they chose (explained in the article) to make the most direct comparison? Why did they pick that state?

3. After the authors described the “legislative” or “statutory” methods in action in South Caroline, they started a new section in the article, labeled “Nonstatutory Proposals”. These nonstatutory efforts were further divided into five categories, as diagramed in Table 3. Under the first category called “Education and Training”, item 14 is listed as “Promote the joint pain management guidelines within continuing education requirements”. This issue is also described in some detail in the text itself on p. “225” (or page 5) under the heading Education and Training. Why is this article on “opioid abuse” addressing the management of pain? Explain what the authors are recommending with this item; provide at least three to four sentences.

4. Lastly, again in Table 3, under the category Criminal Justice System, item 17 is as follows: “Utilize potential lawsuit settlement funds for substance use disorder treatment”. The authors go into even more detail on the second column of p. “225” about this topic. They emphasize the importance of lessons learned from the “Master Settlement Agreement (MSA) previously reached with the tobacco industry”. Please identify the page in the chapter of our textbook on tobacco (Chapter 10) when this tobacco settlement is discussed. Describe the tobacco settlement in at least three sentences. What was a big mistake made in that settlement, that they (the authors) do NOT want South Caroline to make again when dealing with pharmaceutical litigation? Please provide at least two sentences for this explanation.

PART B:
First please search online for any comparable efforts—legislative or not—that are taking place at the state or county or local level in Michigan to approach either prevention and/or treatment of opioid abuse. Write one full paragraph that describes what you found, be it a law or a committee or a health policy that has been instituted in the past five years.
