The ‘modern’ West and ‘traditional’ East

Question
How does the artist represent the ‘modern’ West and ‘traditional’ East in this image? What
does this image tell you about modernity and the way the West (US in this case) understood
the East (China in this case)?
About the image:
This is a cartoon image published in December 1900 in Judge (a satirical magazine published in
the US between 1881-1947). This is one of many such images published during that time
representing ‘civilization’ (the West) and ‘barbarism’ (the East) and justifying the West’s socalled ‘civilizing mission’.
