What role should the state have in driving development?

Paper instructions:
this is for a MASTERS level essay, Politics of Development class. I really, really need a good grade on this essay. Please help!!

The essay has to be heavily academic based. Keeping opinions to the barest minimum. Needless to say the professor hates essays that are more personal opinion based. And he likes it when some of the references he gave in the module’s reading list are used.

Thus, development within the neoliberal worldview is seen largely as a story of market development, competition, and economic openness. This approach has become very strong in the last thirty years.
